We also teach free homeownership classes, and help people with disabilities and the elderly make their homes more livable. Description: The Joint Commission on Technology and Science was created by the 1997 Virginia General Assembly as a permanent legislative commission. The Commission is charged to generally study all aspects of technology and science and to promote the development of technology and science in the Commonwealth of Virginia through sound public policies (Chapter 11 (§ 30-85 et seq.) of Title 30 of the Code of Virginia). The Commission consists of 12 legislators from the Virginia General Assembly (7 delegates and 5 senators), and generally conducts studies by adopting a work plan and utilizing advisory committees. Each year, the Commission develops a work plan and identifies several topic areas that it will consider. The work plan may include such study topics as those directed by the General Assembly through legislation, requested by government agencies and the public, or identified on the Commission's own initiative. Once the work plan is adopted, the Commission creates Advisory Committees to the Commission to study those initiatives that are designated as "Issues to Actively Study Through Advisory Committees". The committees are composed of members of the Commission, who co-chair the committees, and persons with expertise in the matters under consideration by the committee. The chairman of the Commission appoints the co-chairs and the members of the advisory committees. Committee members serve until the start of the following legislative session. Advisory committees then meet and study the issues charged to them. Once the studies have been concluded, advisory committees issue their final reports and recommendations, including legislative proposals. Before the new Session starts, the reports and recommendations are presented to the Commission at its final meeting of the interim for consideration. Commission members usually patron legislative proposals that the Commission adopts and introduce them during the Session. The Commission issues its final report at the conclusion of the session, summarizing its activities and the new technology and science legislation.

ESP provided a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth. The Department of Human Resource Management (DHR) administered by the program. DHRM received suggestions and distributed them for evaluation, maintained records, developed program materials, and set policies and procedures. Participating state agencies designated Agency ESP Coordinators who implemented the program at the agency level and were available to give program information and assistance to employees. Description: Foster youth are eligible to receive services through the Independent Living Program (ILP) at the age of 14 and may continue receiving services until age 21 if they are in the custody or placement responsibility of a local department of social services. Qualifying placements include those in foster homes, residential treatment centers and group homes. Fostering Futures enables LDSS to extend foster care financial and social support and services up to age 21 for two groups of young adults who reach age 18 on or after July 1, 2016: Youth who are in foster care when they reach age 18; and, Youth who were in foster care at the time of commitment to the Virginia Department of Juvenile Justice (DJJ) and are released from DJJ after age 18 and prior to turning 21.

The Commission shall determine and recommend to the General Assembly an appropriate monument in Capitol Square to commemorate the life, achievements, and legacy of American Indians in the Commonwealth. The Commission shall seek private funding for the operation and support of the Commission and the erection of an appropriate monument. However, the costs of implementation of the Commission, its work, and the compensation and reimbursement of members shall be borne by the Commission from such private funds as it may acquire to cover the costs of its operation and work. All agencies of the Commonwealth shall provide assistance to the Commission, upon request. Until completion of the Commission's work or the erection of the monument, whichever occurs later, the Commission shall report annually the status of its work, including any findings and recommendations, to the General Assembly, beginning on December 1, 2009. The report shall also be posted on the General Assembly's website.

Description: The Joint Legislative Audit and Review Commission (JLARC) is the oversight agency of the Virginia General Assembly. It was established in 1973 to review and evaluate the operations and performance of State agencies, programs, and functions. The Commission is composed of nine members of the House of Delegates, of whom at least five also serve on the House Appropriations Committee, and five members of the Senate, of whom two also serve on the Senate Finance Committee. Delegates are appointed by the Speaker of the House, and Senators by the Rules Committee. The Chair is elected by a majority of Commission members and traditionally has rotated every two years between the House and Senate. The Auditor of Public Accounts is a nonvoting, ex officio member. The Commission has a full-time staff. The staff Director is appointed by the Commission and confirmed by the General Assembly for a six-year term of office. The objectives of the legislative oversight function performed by JLARC are: Program and Agency Savings. Program cost savings are frequently the product of legislative oversight studies, and are usually the most visible of all possible outcomes. Just as important are the opportunities for savings which may result from the implementation of recommended efficiencies or adoption of program alternatives. In some instances, changes may result in more spending to achieve greater effectiveness. Improved Efficiency and Effectiveness. JLARC is required by statute to make recommendations on ways State agencies may achieve greater efficiency and effectiveness in their operations. Achieving efficiency means finding ways to accomplish the same tasks at reduced cost; achieving effectiveness means findings ways to better accomplish program and agency objectives. The fact that a regular program of legislative oversight exists also stimulates agency self-evaluation, which may bring about improved operations. An Informed Legislature. Oversight studies help inform citizen legislators about agencies, programs, and activities. A primary objective for JLARC is to gather, evaluate, and report information and make recommendations that can be used in legislative decisionmaking. Reports provide information that may be useful to legislators during deliberation on legislation, during committee hearings, and in responding to constituent questions or requests for assistance. Compliance with Legislative Intent. The oversight function helps ensure that laws are being carried out as the Legislature intended. In some cases, intent may not have been clearly understood by program administrators; in other cases, statements of intent may have been ignored. In those instances where legislative intent is not explicit in statute, an oversight study can assess and report to the General Assembly on how an agency has decided to implement its mission.

Since 2008 we have hosted workshops on a variety of historic and preservation topics, ranging from architectural history lectures to advice about selling historic homes and from an annual teacher's workshop on teaching with historic places to hosting nationally known authors. The Institute was created in partnership with the Department of Historic Resources in Richmond. They have been a crucial financial and intellectual partner from the beginning. We have also received assistance from Preservation Virginia, the Amherst County Historical Society and Museum, and Sweet Briar Alumnae. The $2.3 billion I-66 Outside the Beltway Project is a public-private partnership between the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT) and private partner, I-66 Express Mobility Partners, a consortium of Cintra, Meridiam, John Laing Group Plc and APG. The I-66 Outside the Beltway Project will include: 22.5 miles of new express lanes alongside three regular lanes from I-495 to University Boulevard in Gainesville Express lanes will be dynamically tolled to manage demand for the lanes and provide a reliable, faster trip – available to drivers who choose to pay a toll, and for free to vehicles with three or more people New and improved bus service and transit routes New and expanded park and ride lots providing convenient access to the express lanes and more than 4,000 new park and ride spaces Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges, where needed

Description: The Commission on Employee Retirement Security and Pension Reform was established during the 2016 General Assembly through legislation introduced by Virginia House of Delegates Speaker William J. Howell. The Commission is directed to study, report and make recommendations on a wide variety of topics related to employee retirement security, the current retirement system plan, design and benefits packages, Virginia’s changing state workforce, and state employee compensation. The 21-member Commission includes legislators, citizen-appointees and ex-officio members from the executive branch. Staff support for the Commission is provided by the Department of Human Resource Management, the Virginia Retirement System, the House Appropriations Committee, the Senate Finance Committee and the Division of Legislative Services. The Commission is also working closely with the PEW Charitable Trusts Retirement Systems Project. The General Assembly passed House Bill 665 in the 2016 General Assembly session. § 30-371 through § 30-375 of the Code of Virginia establish the commission, membership, the scope of its work and its responsibilities.

Description: In December 2007, 13 Virginia localities representing over 40 percent of the Commonwealth’s children in foster care, were invited by the Secretary of Health and Human Resources, Marilyn Tavenner, to launch the Council on Reform. The group included a broad membership from both state and local child serving agencies. Secretary Tavenner’s charge to the group was to collaboratively plan and implement a set of critical reforms at the state and local levels including: To adopt a state-wide philosophy that supports family-focused, child-centered, community-based care with a focus on permanence for all children, To establish a state-level practice model focused on family-centered care and permanence that is reinforced by a uniform training program for resource families as well as local staff in DSS and CSA (integrated with DMHRSAS practice model), To create and implement a statewide strategy to increase availability and utilization of relative care and non-relative foster and adoptive placements to ensure that children can be placed in the most family-like setting that meets their needs, and To create a robust performance monitoring/quality assurance system to identify and measure outcomes, monitor quality of practice, and improve accountability. These critical reform areas were identified as the missing links in Virginia’s child welfare/child serving system. Later termed “building blocks” and adapted slightly, these strategies continue to be among the key drivers for improved outcomes for children in foster care in Virginia. While the Transformation is much broader than the work done in CORE, CORE was a starting place and a new model for state/partnership in Virginia. While still in the midst of major Transformation effort, the CORE group has made remarkable improvements on the key outcomes in a short period of time including: A 35.5 percent decrease in the congregate care population between December 2007 and May 2009, A 10.6 percent increase in kinship placements in the same time frame, Nearly 69 percent of children discharged in SFY 2009 (to date) went to permanent homes compared with 61 percent in SFY 2008. Localities in CORE include: Charlottesville, Chesterfield, Dinwiddie, Fairfax, Henrico, Newport News, Norfolk, Prince William, Richmond City, Roanoke County, Roanoke City, Virginia Beach and Washington County.

Description: Fifty years ago this fall, on October 1, 1966, the Virginia Department of Health began screening all babies born in the Commonwealth of Virginia for phenylketonuria (PKU). The testing is done by Virginia’s Division of Laboratory Services in the Department of General Services. While Virginia’s Newborn Screening (NBS) Program has definitely grown and the panel of disorders expanded to include 29+ disorders, it’s mission remains the same – to identify babies with life-threatening conditions, get them diagnosed and into treatment before they suffer the potentially-devastating effects of their disorders. To commemorate it’s 50th Anniversary, the VA NBS Program has decided to celebrate by hosting a one-day NBS conference in Richmond, VA. The idea is to bring healthcare professionals involved in newborn screening together for a day of education and updates to help them better understand the newborn screening program today and to be prepared for what lies ahead for newborn screening tomorrow. Our conference logo is “It’s not just about PKU anymore” and through the various topics and presentations, we hope this conference will give attendees a look at the past, the present and the future of Virginia’s NBS Program.

Description: Every day thousands of drivers sit in traffic on I-64, between the I-64/I-264 Interchange and I-564 in Norfolk. But as the Virginia Department of Transportation (VDOT) converts 8.4 miles of underused High Occupancy Vehicle (HOV) lanes -- meant for vehicles with two or more riders -- to Express Lanes on I-64, commuters will have a more reliable, less congested commute that will provide travel choices. Motorists choosing the Express Lanes will help ease traffic in the General Purpose lanes, and Express drivers will see more consistent speeds with fewer commuters in their lanes. Conversion is expected to shift about 17% of vehicles from the General Purpose Lanes to the Express Lanes. The cost for travel in the Express Lanes is based on Dynamic Pricing, determined on a transaction basis using a single gantry system. Dynamic Pricing is also determined by the number of vehicles in the Express Lanes at the time of use.

Description: The mission of the Board of Towing and Recovery Operators is to protect the public by setting standards of qualifications, training, and experience for those who seek to represent themselves to the public as towing and recovery professionals and promoting high standards of professional performance for those engaged in the practice of towing and recovery. The 2012 Session of the Virginia General Assembly has resulted in legislative changes to the functionality of the Board of Towing and Recovery Operators (the "Board"), and meaningful responsibilities of the Board will be absorbed by other State agencies. These changes are effective January 1, 2013. (Virginia Acts of Assembly – Chapters 803 and 835 – 2012 Session). The Board’s laws and regulations will remain in full force and effect until January 1, 2013. However, effective January 1, 2013, oversight of both drivers and operators will statutorily be provided by the Virginia Department of Criminal Justice Services ("DCJS") and the Office of the Attorney General ("OAG)". During its 2012 Session, the Virginia General Assembly passed legislation eliminating the Board of Towing and Recovery Operators (BTRO) and the towing regulations managed by BTRO. The new law became effective on January 1, 2013. However, certain responsibilities of BTRO will continue under the Virginia Department of Criminal Justice Services (DCJS) and the Office of the Attorney General (OAG). DCJS will be responsible for licensing of tow drivers only. Tow operators and companies will no longer be licensed or regulated by any state government entity. This does not impact any local governance or oversight of the towing industry.

Description: In January of 2008, Governor Kaine appointed Ms. Peggy Feldmann to the position of Chief Applications Officer (CAO). This appointment was to both address the findings contained within the Auditor of Public Accounts report on IT Governance and to ensure our continued excellence within the area of information technology management. The office of the CAO provides the Commonwealth of Virginia with an improved approach to managing IT governance and our business portfolio. Recognizing the current budget constraints, and striving to leverage existing Commonwealth resources, the Governor requested the Information Technology\Investment Board (ITIB) assist in developing an operational plan to improve oversight and management of IT governance and portfolio management. Working together, the Chief Information Office (CIO) and CAO were able to develop an operational plan to better align responsibilities and optimize management, efficiency and productivity from our information technology investments. The efforts will better align the Commonwealth’s business model and IT strategy, improve maintenance and operations planning, enhance enterprise application efforts, create data standards, increase transparency in our return on investment, and provide a comprehensive IT governance model for managing all the application resources of the Commonwealth.

Description: Purpose, Powers and Duties: The Department is vested with control of all charitable gaming in the Commonwealth. The conduct of bingo games by charitable organizations was legalized by the General Assembly in 1973. At that time, an exception to the general prohibition against gambling was created for bingo games and raffles to allow non-profit religious, educational, charitable and community organizations to raise needed funds. During the 1978 Session of the Virginia General Assembly , House Joint Resolution No. 155 was passed and directed a joint subcommittee of the House and Senate Committees on General laws to undertake a comprehensive study of the bingo laws of the Commonwealth. The passage of this resolution was the result and concern of the General Assembly that large amounts of cash were being exchanged during the bingo games and there was a significant lack of uniformity from one locality to another in the control of bingo games. They surmised that as a result, bingo games were essentially an unregulated exchange of large sums of money. As a result of the study, House Document 39 (1979), the original bingo laws were replaced with a more comprehensive statutory design. Senate Joint Resolution No. 195, agreed to during the 1993 Session of the Virginia General Assembly , established a joint subcommittee to study the State statute governing bingo and raffles. The main issues to be addressed were: (i) rental fees paid to bingo facility operators, (ii) percentages of profits actually returned to charitable organizations, and (iii) bogus charities acting as fronts for illegal bingo operations. Bingo was declared “the perfect white-collar crime” in the Racketeering and Organized Crime in the Bingo Industry – April 1992 – Pennsylvania Crime Commission Report, a publication utilized under the Senate Joint Resolution No. 195 study. Senate Joint Resolution No. 12 agreed to during the 1994 Session of the Virginia General Assembly, continued the work of the subcommittee to address the transfer of control over all charitable gaming activities, including organizations, operators, suppliers, and fair market rental value. As a result of the joint subcommittee studies, Senate Document 63 (1994) and Senate Document 57 (1995), the Virginia Charitable Gaming Commission (the “Commission”) was created with passage of Senate Bill 1020 during the 1995 Session of the Virginia General Assembly. The goals of the legislation were to address major concerns with charitable gaming in the Commonwealth that were the result of rampant abuses, including fraud and embezzlement, due to inconsistent local regulation and enforcement of gaming activities. In addition, prior to the creation of the Commission, a very small percentage of money raised under the guise of charity went to charity. Thus, effective July 1, 1996, the Commonwealth of Virginia joined 37 other states that provide statewide oversight of charitable gaming. With the passage of Senate Bill 1278 during the 2003 Session of the Virginia General Assembly, the Charitable Gaming Board (the "Board") and the Department of Charitable Gaming (the "Department") were established to replace the Charitable Gaming Commission. The Office of Charitable and Regulatory Programs (OCRP), part of the Virginia Department of Agriculture and Consumer Services, now regulates charitable gambling. OCRP is responsible for issuing or renewing approximately 350 charitable gaming permits per year to organizations, as well as the regulation of charitable gaming activities in the Commonwealth. Additionally, under Virginia’s charitable gaming regulations, VDACS performs on-site training and operational inspections of bingo events, initiates compliance audits of organizations conducting charitable gaming and more.

Description: The Council on Virginia's Future was created to develop long-term, results-based planning for state government through the implementation of a Roadmap for Virginia's Future. That Roadmap establishes a long-term vision for the Commonwealth, long-term objectives for state services, and a planning and performance system to measure and evaluate the state's progress toward its goals. Governing legislation requires that Council membership include the Governor and Lieutenant Governor, as well as eight members from the Virginia General Assembly, including Speaker of the House, the President of the Senate, chairs from both House and Senate finance committees, and the majority and minority leaders from each house. Other members include Cabinet and citizen appointments made both by legislators and the Governor. The Council on Virginia's Future was abolished on 30 June 2017.

Description: In July 20, 2006, Governor Kaine issued Executive Directive 29 creating the Governor's Health Information Technology Council. The Council was established to conduct a study and advise the Governor and the General Assembly in an interim report made by October 15, 2006. The primary objectives of the study are to establish an interoperability framework, build public-private partnerships to increase adoption of electronic medical records and encourage vendors and entrepreneurs to build to the Certification Commission for Healthcare Information Technology standards as well as identify areas where health information technology can lower health care costs for the Commonwealth of Virginia as an employer and health insurer. The Council will also recommend funding and strategies necessary to encourage long-term sustained adoption and interoperability of health information technology in the Commonwealth in a report to the Governor by December 1, 2006 and review and approve proposals to fund public-private pilots designed to increase the adoption of electronic medical records out of funds appropriated for that purpose.

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: The Virginia Department of Transportation (VDOT) is seeking to develop a new project designated as the U.S. Route 460 Corridor Improvements Project. The proposed project is being procured in accordance with provisions of the Public-Private Transportation Act of 1995 as amended (PPTA). The project entails the new construction of approximately 55 miles of four-lane divided limited access highway between Petersburg and Suffolk Virginia. The project will extend from the existing U.S. Route 460 near its interchange with Interstate 295 (I-295) in Prince George County to the U.S. Route 58 bypass just south of the existing U.S. Route 460 in the City of Suffolk. The corridor alignment for this project runs south of the existing U.S. Route 460 for its entirety and has been approved by the Commonwealth Transportation Board. The Final Environmental Impact Study and Record of Decision have been approved by the Federal Highway Administration. The proposed project includes intermediate interchanges at the following cross roads. The project does not include improvements to the existing U.S. Route 460 or other adjacent roadways: Routes 156 and 625 in Prince George County Routes 602, 40 and 620 in Sussex County Route 616 in Southampton County Route 258 in Isle of Wight County The project will be developed as a PPTA project in which VDOT will enter into a partnership with a private partner to design, build and finance the new roadway. The project will be a tolled facility with these funds being collected and used to pay for project costs. The toll rates are estimated to be around 7 cents per mile for cars and 21 cents per mile for trucks when the road opens in 2018. It is also anticipated that state, federal and private funding sources will be utilized to deliver the project. Virginia Secretary of Transportation Aubrey Layne announced in January 2017 that the Route 460 project would not move forward.

Description: Everyday 430,000 vehicles pass through the Springfield Interchange, where I-95, 395 and 495 come together. During a two-year study, the interchange logged 179 accidents - making it the most dangerous spot on the 64-mile Capital Beltway. To improve traffic flow, the Virginia Department of Transportation (VDOT) is rebuilding the interchange making it safer for commuters and long-distance travelers. The improvement project will take 8 years to complete. The project consists of building more than 50 bridges and widening I-95 to 24 lanes between the Beltway and Franconia Road.

SVTC's primary mission was to provide quality, client-centered health and habilitation services for eligible individuals with intellectual disabilities from Health Planning Region IV. In addition, the center provided administrative and environment of care services to other facilities on the Southside Campus, which included Central State Hospital, Hiram W. Davis Medical Center, and the Virginia Center for Behavioral Rehabilitation. On 26 January 2012, Virginia Governor Robert McDonnell announced that a settlement agreement had been reached with the U.S. Department of Justice (DOJ) and he also announced that four of Virginia’s five training centers would be scheduled to close by 2020. Description: Teaching MoneyVA.org was created in 2011 to help Virginia’s high school teachers find quality resources that they can use in teaching Virginia’s new economics and personal finance course. Background on Virginia’s Economics and Personal Finance Requirement In February 2009, the Virginia Board of Education adopted revisions to the Regulations Establishing Standards for Accrediting Public Schools in Virginia (8 VAC 20-131-5 et seq). Included in these revisions were changes to graduation requirements effective with the ninth-grade class of 2010-2011. One of the changes is the addition of a one-credit requirement in economics and personal finance as a condition to graduate from high school (except those earning a Modified Standard Diploma). The implementation of these new graduation requirements was delayed one year by the General Assembly in 2010 and becomes effective for the students who enter the ninth grade in the 2011-12 school year. The Economics and Personal Finance Standards of Learning, adopted by the Board of Education, and accompanying Curriculum Frameworks provide the foundation for the content of this course. School divisions have the authority to determine whether the course is taught as a one-credit course in economics and personal finance, as two half-credit courses – one each in economics and personal finance, or a combination of both. School divisions may also determine at which grade level(s) high school students will take the course. TeachingMoneyVA.org uses the Resource Criteria as a guide in selecting the curriculum resources to be included in this database. All submissions are reviewed by the Review Team.
