Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: Everyday 430,000 vehicles pass through the Springfield Interchange, where I-95, 395 and 495 come together. During a two-year study, the interchange logged 179 accidents - making it the most dangerous spot on the 64-mile Capital Beltway. To improve traffic flow, the Virginia Department of Transportation (VDOT) is rebuilding the interchange making it safer for commuters and long-distance travelers. The improvement project will take 8 years to complete. The project consists of building more than 50 bridges and widening I-95 to 24 lanes between the Beltway and Franconia Road.
