Description: In January of 2008, Governor Kaine appointed Ms. Peggy Feldmann to the position of Chief Applications Officer (CAO). This appointment was to both address the findings contained within the Auditor of Public Accounts report on IT Governance and to ensure our continued excellence within the area of information technology management. The office of the CAO provides the Commonwealth of Virginia with an improved approach to managing IT governance and our business portfolio. Recognizing the current budget constraints, and striving to leverage existing Commonwealth resources, the Governor requested the Information Technology\Investment Board (ITIB) assist in developing an operational plan to improve oversight and management of IT governance and portfolio management. Working together, the Chief Information Office (CIO) and CAO were able to develop an operational plan to better align responsibilities and optimize management, efficiency and productivity from our information technology investments. The efforts will better align the Commonwealth’s business model and IT strategy, improve maintenance and operations planning, enhance enterprise application efforts, create data standards, increase transparency in our return on investment, and provide a comprehensive IT governance model for managing all the application resources of the Commonwealth.

Description: The Office of Commonwealth Preparedness has one main vision: To ensure a Virginia whose communities, businesses and government are safe, secure and prepared. To accomplish this, the Office of Commonwealth Preparedness works with federal, state, and local officials, as well as the private sector, to develop a seamless, coordinated security and preparedness strategy and implementation plan. The office also serves as the liaison between the Governor and the federal Department of Homeland Security. Description: Governor and Mrs. Linwood Holton (1970 - 1974), inspired by the Kennedy's historical restoration of the White house, undertook a historical restoration of the Executive Mansion. Mrs. Holton developed the idea for an advisory committee to assist in the research and understanding of the Mansion's history. Governor Holton sent legislation to the General Assembly creating this committee to perform ". . . a thorough research program designed to develop a better understanding and awareness of the history and significance of the Executive Mansion." No money was requested, only recognition of the committee and a framework for its private fundraising drive. The bill became law and the Citizens Advisory Committee for Furnishing and Interpreting the Executive Mansion was created. (Committee was changed to Council in the 1980s.) The Citizens Advisory Council (CAC) is resposible for the content of this website

Description: For Keeps was created to identify and develop ways to find and strengthen permanent families for older children who are in foster care, or who might be at risk for coming into foster care. For Keeps is grounded in the belief that everyone deserves and needs permanent family connections to be successful. Every year, hundreds of young people in Virginia's foster care system begin their journey as independent adults. Unlike other young adults with strong family support, many former foster children are alone as they face the challenges of jobs, housing and personal relationships. Many overcome the problems they encounter and lead lives as healthy and productive members of our communities. Others do not fare as well. Without family support they find their way onto welfare rolls, into homeless shelters, and sometimes into mental health and correctional institutions. For Keeps' goal is to connect older children in foster care to adults who sincerely care about offering young people the support, advice and guidance they need to be successful as adults.

Description: The Governor's Office for Substance Abuse Prevention awards and administers federal grant funds apportioned to Virginia under the State Incentive Grant Cooperative Agreement with the U.S. Substance Abuse and Health Services Administration and the Governor's set-aside of Safe and Drug-Free Schools and Communities Act funds allocated to Virginia by the U.S. Department of Education, under the No Child Left Behind Act of 2001. Under the former program, GOSAP awarded $9 million to 20 Virginia communities for the implementation of proven, evidence-based youth substance abuse prevention programs. Under the latter program, GOSAP annually makes approximately $1.3 million available for local program grants.

Description: In July 20, 2006, Governor Kaine issued Executive Directive 29 creating the Governor's Health Information Technology Council. The Council was established to conduct a study and advise the Governor and the General Assembly in an interim report made by October 15, 2006. The primary objectives of the study are to establish an interoperability framework, build public-private partnerships to increase adoption of electronic medical records and encourage vendors and entrepreneurs to build to the Certification Commission for Healthcare Information Technology standards as well as identify areas where health information technology can lower health care costs for the Commonwealth of Virginia as an employer and health insurer. The Council will also recommend funding and strategies necessary to encourage long-term sustained adoption and interoperability of health information technology in the Commonwealth in a report to the Governor by December 1, 2006 and review and approve proposals to fund public-private pilots designed to increase the adoption of electronic medical records out of funds appropriated for that purpose.

Description: The VHEPC exists to provide independent advice and recommendations from the Commonwealth's academic community to the Executive Offices of the Governor of the Commonwealth and other state entities. Description: The Virginia Civil Rights Commission In 2005, the Governor Mark R. Warner and the Virginia General Assembly established a memorial commission tasked with selecting a monument for Capitol Square in honor of the struggle for full civil rights for Virginia's African American citizens. The Virginia Civil Rights Memorial Commission, comprised of elected and civic leaders, has selected a subject for the memorial, a site and an artist. The memorial will honor the student protest at the Robert Russa Moton High School in Farmville, Virginia. Their organized walkout in 1951, and subsequent lawsuit, became one of the cases joined with and argued before the Supreme Court as Brown vs. Board of Education of Topeka. The memorial will be sited on Capitol Square grounds in Richmond, Virginia, outside the gates of the Executive Mansion and to the right of the statue of Hunter McGuire, MD. Stanley Bleifeld, an accomplished sculptor, has been selected from a competitive process to capture the spirit of the protest and those who participated in this important event. The memorial will be ready for installation in mid 2008.

Description: Virginia International Trade Alliance (VITAL), created by Governor Tim Kaine, is a coalition comprised of companies across the Commonwealth dedicated to the advancement of international trade and investment. VITAL was created in response to Governor Kaine's economic development strategic plan, rolled out in September 2006. That plan calls for a coordinated effort in international marketing to increase Virginia's exports by seven percent by 2010, and increase foreign direct investment in the Commonwealth to 3,000 jobs and $300 million per year.
