Description: The Independent Living Council of Wisconsin (ILCW), mandated by amended versions of the Rehabilitation Act, was "established to develop, monitor and evaluate the state plan for independent living (SPIL)." While its board members are appointed by the governor, the Independent Living Council of Wisconsin is also incorporated as a non-profit organization.
