Description: The Cass Elias McCarter Guardian ad Litem, through volunteers meant to advocate of behalf of a child's best interest, evaluates the well-being and needs of children to make recommendations to the court on the best course of action for a child's future. The Guardian ad Litem program was created in 1984 and was administered by the Office of the Governor. The division was transferred to the Dept. of Administration by the South Carolina Restructuring Act of 2014 (Act 121).
