Series of discussion revealed that one of the reasons was the lack of relevant health information resulting in irrational health planning and decision-making. It was also realized that there is a need of a group action of committed health and development professionals to advocate on issues related to the health rights of the people. The group felt that the discussion should be brought in broader mass and therefore decided to institutionalize the process, which had already been addressed in small groups. During the Panchayat system in Nepal, before 1990, it was extremely difficult to be registered as non-governmental organization. Description: Animal Health Training and Consultancy Service (AHTCS) was established in 2000 as a service-oriented, non-profit making non-governmental organization for improving the living standard of marginalized communities through partnership with national and international organization and agencies. It was started by Animal Health Improvement Program (AHIP) of Rural Development Centre (RDC) under the direction of United Mission to Nepal in 1981 to address the myriad of constraints faced by rural livestock raisers. It works for the benefit of its target communities in the areas of animal health, husbandry and equine welfare.
