Description: This collection preserves the web sites that document Virginia's 2007 General Assembly elections (primary and general). All 140 members of the Virginia General Assembly are up for election in 2007.   The Virginia Public Access Project (VPAP) is a non profit, non partisan organization that demonstrates how computer technology can improve public understanding of the role of money in state politics. The Project was founded in 1997 to fill a critical hole in the state's regulation of campaign contributions. For decades, Virginia candidates had been required to provide names and occupations of those who contribute of more than $100. But candidates disclosed on paper reports, making it difficult for the public and the press to comprehend the information contained in the avalanche of paperwork that flowed into the State Board of Elections. VPAP converted the paper documents into a computer database during the 1997 elections and, in the process, opened to all information that had been shut away in file cabinets. Since then, the Virginia General Assembly has enacted reforms that encourage — and in some cases require — candidates and political committees to disclose electronically. VPAP plays a supporting role in the State Board of Elections' ongoing efforts to digitalize campaign finance records. During its first decade, VPAP has taken a more expansive view of money in politics. The database that began with money raised by state candidates grew to include such things as: money spent by candidates, gifts/trips reported by candidates, lobbyist registrations and candidates' personal financial holdings. In 2007, VPAP launched an initiative to bring transparency to local elections.
