The Employee Suggestion Program (ESP) provides a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth.
ESP is administered by the Department of Human Resource Management (DHRM). DHRM receives suggestions and distributes them for evaluation, maintains records, develops program materials, and sets policies and procedures. The Joint Commission on Technology and Science was created by the 1997 Virginia General Assembly as a permanent legislative commission. The Commission is charged to generally study all aspects of technology and science and to promote the development of technology and science in the Commonwealth of Virginia through sound public policies (Chapter 11 (§ 30-85 et seq.) of Title 30 of the Code of Virginia).
The Commission consists of 12 legislators from the Virginia General Assembly (7 delegates and 5 senators), and generally conducts studies by adopting a work plan and utilizing advisory committees. Each year, the Commission develops a work plan and identifies several topic areas that it will consider. The work plan may include such study topics as those directed by the General Assembly through legislation, requested by government agencies and the public, or identified on the Commission's own initiative.
Once the work plan is adopted, the Commission creates Advisory Committees to the Commission to study those initiatives that are designated as "Issues to Actively Study Through Advisory Committees". The committees are composed of members of the Commission, who co-chair the committees, and persons with expertise in the matters under consideration by the committee. The chairman of the Commission appoints the co-chairs and the members of the advisory committees. Committee members serve until the start of the following legislative session.
Advisory committees then meet and study the issues charged to them. Once the studies have been concluded, advisory committees issue their final reports and recommendations, including legislative proposals. Before the new Session starts, the reports and recommendations are presented to the Commission at its final meeting of the interim for consideration. Commission members usually patron legislative proposals that the Commission adopts and introduce them during the Session. The Commission issues its final report at the conclusion of the session, summarizing its activities and the new technology and science legislation.

The Joint Legislative Audit and Review Commission (JLARC) is the oversight agency of the Virginia General Assembly. It was established in 1973 to review and evaluate the operations and performance of State agencies, programs, and functions.
The Commission is composed of nine members of the House of Delegates, of whom at least five also serve on the House Appropriations Committee, and five members of the Senate, of whom two also serve on the Senate Finance Committee. Delegates are appointed by the Speaker of the House, and Senators by the Rules Committee. The Chair is elected by a majority of Commission members and traditionally has rotated every two years between the House and Senate. The Auditor of Public Accounts is a nonvoting, ex officio member.
The Commission has a full-time staff. The staff Director is appointed by the Commission and confirmed by the General Assembly for a six-year term of office.
The objectives of the legislative oversight function performed by JLARC are:
Program and Agency Savings. Program cost savings are frequently the product of legislative oversight studies, and are usually the most visible of all possible outcomes. Just as important are the opportunities for savings which may result from the implementation of recommended efficiencies or adoption of program alternatives. In some instances, changes may result in more spending to achieve greater effectiveness.
Improved Efficiency and Effectiveness. JLARC is required by statute to make recommendations on ways State agencies may achieve greater efficiency and effectiveness in their operations. Achieving efficiency means finding ways to accomplish the same tasks at reduced cost; achieving effectiveness means findings ways to better accomplish program and agency objectives. The fact that a regular program of legislative oversight exists also stimulates agency self-evaluation, which may bring about improved operations.
An Informed Legislature. Oversight studies help inform citizen legislators about agencies, programs, and activities. A primary objective for JLARC is to gather, evaluate, and report information and make recommendations that can be used in legislative decisionmaking. Reports provide information that may be useful to legislators during deliberation on legislation, during committee hearings, and in responding to constituent questions or requests for assistance.
Compliance with Legislative Intent. The oversight function helps ensure that laws are being carried out as the Legislature intended. In some cases, intent may not have been clearly understood by program administrators; in other cases, statements of intent may have been ignored. In those instances where legislative intent is not explicit in statute, an oversight study can assess and report to the General Assembly on how an agency has decided to implement its mission.

The registry, including the Public Notification Database, is based on the Virginia General Assembly's decision to facilitate access to publicly-available information about persons convicted of specified violent and sexual offenses. The Virginia State Police has not considered or assessed the specific risk of re-offense with regard to any individual prior to his or her inclusion within this registry, and has made no determination that any individual included in the registry is currently dangerous. The main purpose of providing this data on the internet is to make the information more easily available and accessible, not to warn citizens about any specific individual.

The Northern Virginia Training Center (NVTC) is one of five regional residential training centers for individuals with intellectual disabilities operated by the Department of Mental Health, Mental Retardation and Substance Abuse Services, the Commonwealth of Virginia. The campus consists of twelve buildings on eighty-six acres, and serves approximately two hundred individuals.
NVTC offers services to the citizens of Fairfax, Arlington, Prince William and Loudoun Counties, and the cities of Alexandria and Falls Church. The admission and discharge process is coordinated with the appropriate community services board. To be eligible for services, an applicant must have intellectual disabilities, associated with sensory and physical disabilities and/or extreme maladaptive behaviors. To meet each individual’s challenging and extensive requirements for care and training, a network of clinical and direct support professional staff are available on a 24-hour basis. Services are highly individualized and are provided in the least intrusive and non-restrictive manner for growth and development in an integrated, diverse environment. The Center has agreements with Fairfax County Public Schools and community services boards for off campus educational and vocational programs.
NVTC is Medicaid certified for an intermediate care facility (ICF/MR). Medicaid (Title XIV of the Social Security Act) is a federal program under the Health Care Financing Administration, Department of Health and Human Services, whereby funds for qualified individuals are matched or supplemented by state funds.

During a two-year study, the interchange logged 179 accidents - making it the most dangerous spot on the 64-mile Capital Beltway. To improve traffic flow, the Virginia Department of Transportation (VDOT) is rebuilding the interchange making it safer for commuters and long-distance travelers. The improvement project will take 8 years to complete.
The project consists of building more than 50 bridges and widening I-95 to 24 lanes between the Beltway and Franconia Road.

The Virginia Center for Behavioral Rehabilitation (VCBR) was created by the Virginia General Assembly's passage of legislation in 1999. The legislation was enacted in 2003 and the current facility was located in Dinwiddie County.
Like other states, Virginia has sought to create a secure treatment facility for those sex offenders believed to present the greatest threat to the community. Inmates from the Department of Corrections who are within 10 months of completing their sentences, and who have been convicted of certain sexual crimes are subjected to a comprehensive screening process. This results in some individuals being civilly committed to VCBR to participate in intensive treatment. Eventual conditional release back into the community is determined by their progress in treatment and reduction of re-offense risk.
