Description: The bill was signed into law in 1975, establishing the Board of Examiners for Speech-Language Pathology and Audiology, an independent agency of the executive branch of the government of the state of Alabama. The practice of speech-language pathology and/or audiology is a privilege which is granted to qualified persons by legislative authority in the interest of public health, safety, and welfare. The intent of the licensure law is to require educational training and licensure of any person who engages in the practice of speech-language pathology and/or audiology, to encourage better educational training programs, to prohibit the unauthorized and unqualified practice of speech-language pathology and/or audiology, and to prohibit the unprofessional conduct of persons licensed to practice speech-language pathology and/or audiology.

Description: ADECA is the main agency responsible for infrastructure development in Alabama As part of that, the State of Alabama currently participates in the state-administered Community Development Block Grant (CDBG) Program. Improving employment opportunities for Alabamians is the mission of the Workforce Development Division. WDD focuses on jobs, education, career development and job-training programs as it works to encourage economic development, prepare workers for stable and high-paying jobs and partners with employers. the Energy Division is to provide assistance and services to the citizens of our state through the management and development of energy programs, the advancement of telecommunications, and to foster the advancement of technology to strengthen the Alabama economy. The Surplus Property Division is responsible for the sale of all property declared excess by State Agencies who participate in the Surplus Property Program. It is also responsible for the transfer of all federal surplus property allocated to the State from both military bases and Federal Agencies.

Description: A comprehensive program of environmental management for the state was established in 1982 with the passage by the Alabama Legislature of the Alabama Environmental Management Act. The law created the Alabama Environmental Management Commission and established the Alabama Department of Environmental Management, which absorbed several commissions, agencies, programs and staffs that had been responsible for implementing environmental laws. ADEM administers all major federal environmental laws, including the Clean Air, Clean Water and Safe Drinking Water acts and federal solid and hazardous waste laws. ADEM assumed these responsibilities only after demonstration that state laws and regulations are at least equivalent to federal standards and that the state has matching funds and personnel available to administer the programs.

Description: The department performs forensic sciences for the state of Alabama. The agency was charged to cooperate with Coroners in their efforts to determine cause of death in those cases involving foul play and to provide scientific assistance to all law enforcement agencies operating within the State. They would also cooperate with the proper authorities in the investigation of animal poisonings. The State Toxicologist and his assistants were to have the same arrest powers as a Deputy Sheriff or State Trooper in order to, at their discretion, enter any crime scene for purpose of collecting evidence for the State. Ralizing that integrity and competence were paramount in the functions and services of the agency and that political influences could not be controlling factors, the Department was made a separate State agency. Thus it receives its own appropriations from the Legislature and, once appointed, the Director may be removed for reasonable cause only.

Through Holocaust and genocide education, the Commission seeks to foster an understanding of one of the darkest periods in the history of mankind. Description: The Alabama Educational Television Commission, licensee for the nine Alabama Public Television stations, was established by the Alabama Legislature in 1953. In January of 1955, WCIQ on Mount Cheaha began operation as the nation's ninth non-commercial television station. Four months later, with the sign-on of WBIQ in Birmingham, Alabama became the first state in the nation with an educational television network. Alabama Public Television made its first broadcast as a network in April 1955. Alabama Public Television was a model for other states in the nation and for television broadcasters in other countries. Twenty-five other states copied Alabama's system of operation to provide service through multiple, linked television stations. Alabama Public Television today operates nine digital transmitters that cover the state. Each transmitter broadcasts three separate channels: APT HD (High Definition), APT IQ (the Family Learning Channel) and APT-Create (How-To and Travel). The Alabama Educational Television Commission also holds the license for one public radio station, WLRH-FM in Huntsville.

The law provides that no person may practice in Alabama as a Certified Public Accountant or as a Public Accountant unless such person shall be the holder of an annual permit in full force and effect, issued by the Alabama State Board of Public Accountancy. Description: The mission of the Alabama School of Fine Arts, a diverse community of explorers, is to nurture impassioned students by guiding and inspiring them to discover and fulfill their individual creative abilities in an atmosphere distinguished by the fusion of fact and feeling, risk and reward, art and science, school and society. The Alabama School of Fine Arts is a partially residential public school authorized and funded by the Alabama Legislature to provide tuition-free instruction to impassioned students, grades 7-12. The school provides focused specialty instruction in Creative Writing, Dance, Mathematics and Science, Music, Theatre Arts and Visual Arts, plus core academic courses necessary to earn an Alabama high school diploma. The school operates under its own enabling legislation, policies and procedures, guided by a state-appointed Board of Trustees, under whom serves a staff of more than 100 full and part- time administrators, teachers and support workers. Alabama students pay a small semester matriculation fee, but no tuition. Students from outside Alabama pay tuition, which the school sets annually. Residential students pay room and board costs, set annually. ASFA strongly emphasizes performance and learning. The dual requirements of specialty and core academic courses result in a school day typically beginning at 7:55 a.m. and ending at 4:40 p.m. or later. Although studious, the school’s atmosphere is in no way stiff or severe. Faculty, staff and students value freedom within the bounds of mutually respectful relationships and behavior, subject to rules discussed in the Student Handbook and Residential Life supplement.
