Title: Real Property Services (2007-2020)

Description: As part of the General Services Division, Real Property Services was part of the Budget and Control Board. As of July 2015, General Services, as well as the Real Property Services, was transferred to the Dept. of Administration as a part of the South Carolina Restructuring Act of 2014 (Act 121). These records may contain minutes, photographs and video of significant events, statistics, agency policies, and other significant and related records. Description: The Surplus Property Office, a subdivision of the General Services Division, manages the disposition of surplus property and equipment for state and federal government in South Carolina. As part of the General Services Division, the Surplus Property Office was part of the Budget and Control Board. As of July 2015, General Services, as well as the Surplus Property Office, was transferred to the Dept. of Administration as a part of the South Carolina Restructuring Act of 2014 (Act 121). Description: The Materials Management Office was responsible in part for the procurement process within the state under the Budget and Control Board. It has since been eliminated and its duties merged with Procurement Services under the State Fiscal Accountability Authority. Description: Retirement Benefits, formerly called Retirement Systems, manages the retirement plans for South Carolina state employees. Previously a part of the Budget and Control Board, Retirement Benefits was transferred to the Public Employee Benefit Authority when it was created in 2012. Title: Second Injury Fund (2008-present)

Description: The Second Injury Fund provided benefits and support to employers and employees in regards to Workers' Compensation insurance and claims. The Second Injury Fund was terminated in July of 2013 and its residual obligations were primarily transferred to the Budget and Control Board under the Insurance Reserve Fund Division. South Carolina Restructuring Act of 2014 (Act 121) abolished the Budget and Control Board. Effective July 1, 2015, the Insurance Reserve Fund-Second Injury Fund Operations has been transferred to the State Fiscal Accountability Authority. These records may contain minutes, photographs and video of significant events, statistics, agency policies, and other significant and related records. The Second Injury Fund website is captured using the Archive-It service quarterly.
