Within the ongoing peace process between the state and paramilitry forces, the Procuraduría is charged with promoting participatory mechanisms for the victims. They are organizing a project that archives the non-judicial materials produced in the course of the prosecution of paramilitary crimes: testimonies, objects, photographs. Organization has limited funding and security concerns associated with what is a highly controversial peace process between the state and the paramilitaries. Links between paramilitary forces and state agents have been publicly denounced, and in certain cases proved in court.
